When performing certain actions on a Remote Desktop Licensing Server, such as reinstalling licenses, you can get this error when connecting to Microsoft Clearinghouse:
Your request cannot be processed make sure you have provided. Make sure you have provided all the required information accurately, and then resubmit your request. If the problem persists, try using a different connection method.
I fixed this by uninstalling the RD Licensing role, renameing C:\Windows System\lserver to lserver.old, then reinstalling the RD Licensing role and reinstalling the CALs.
