When trying to open an MMC console, you can get this error:
MMC cannot open the file this may be because the file does not exist, is not an mmc console, or was created by a later version of MMC. This may also be because you do not have sufficient access rights to the file.
This error is a little different to the other error opening MMC that can occur, but can be caused by a similar thing. Obviously the file exists and is an MMC console, so the first thing to check is whether the account running the MMC has access rights to do so.
Assuming that the account used has read and write access to the MMC console, the MMC cannot open the file error can be caused because the MMC was created by a later version of Windows. In this case, you have to recreate the MMC. To do this, click Start -> Run, then type mmc. Once the MMC is open, click File -> Add / Remove Snap-in… and Add the MMC console snap-ins you want to open. Next click File -> Save, to save the MMC to a location the account running the MMC will have access rights to.
